    In an effort to reduce the number of pedestrian accidents in Philadelphia, the Mayor’s Office of Transportation and Utilities offer a satirical approach to encourage pedestrians to pay attention and put down their cell phones.  A newly produced safety video suggests that people “look up” from their cell phones or perhaps “wrap themselves in bubble wrap” to reduce the risk of a pedestrian accident.  The tongue-in-cheek video entitled, “It’s Road Safety Not Rocket Science,” mockingly encourages pedestrians to build protective suits of armor made of bubble wrap so that they can continue to safely talk, text, and be online while walking about the city.

    According to administrators from the mayor’s office, the ad was developed as part of a campaign to improve pedestrian safety and was paid for through a grant from the U.S. Department of Transportation’s National Highway Traffic Safety Administration.  Philadelphia was one of only three cities nationwide to receive this grant for $525,000.  The money will be used to increase police patrols and visibility at 20 high risk accident areas, increase ticketing, and employ marketing strategies to raise awareness of the seriousness of pedestrian accidents.  As seen in a recent ABC News report, an average of five pedestrians a day are hit by a car in Philadelphia, leading to serious and sometimes fatal injuries.

    Though the recent video may seem to have an unusual approach, advertisers working with city officials wanted a creative way to reach its target audience of people aged 18 to 35, who are more likely to engage in distracted driving and walking than those over 35 years of age.  As actors in the video are seen dressed in the finest bubble wrap fashions, strolling through the city and talking to people about how the bubble suit allows them to continue the risky behavior of texting while walking, advertisers hope that viewers see the ridiculousness of continuing this risky behavior.
